Moving forward toward a ban?!?

April 1, 2011 - no April Foolin'!

At the March 16 So Co Waste Management Agency meeting, the JPA directed WMA staff to devise a road map for how the bag ban ordinance and process would go. These ten board members want to go back to their cities, and to the county, with a plan, thereby including the individual municipalities.
The ReduceSingleUse.org committee is preparing the schedule of upcoming city council meetings and we will need to have a presence representing the bag ban forces. We are also preparing informal, but hopefully persuasive, petitions to gather signatures in favor of a county-wide ban on plastic bags. The schedule will be posted here soon and is available on your city/town's website.

Sonoma County Single-Use Bag Forum

Background

Banning plastic bags is generating a lot attention, along with “What about single use paper bags?” Recently the whole country of Italy, the city of San Jose and the County of Los Angeles have banned the distribution of single use plastic bags, from grocery stores in San Jose and LA all the way to retail outlets in Italy.

 

Here and Now:  Single use plastic bags abound locally in our waste stream. Reducing then eliminating them is a vital issue, environmentally and economically as it impacts tourism. This public forum helps to further the issue and its implications and aims to lay the groundwork for the best course of action for Sonoma County.  We will hear how the process has been going in Marin County, how residents abide post-ban in San Francisco, from the plastics industry, from the Sonoma County Waste Management Agency and Safeway as well.

 Carol Missledine – Green Cities California, Coordinator

Carol Misseldine has been professionally active in promoting environmental protection initiatives for over thirty years.  From 2002 – 2006, Misseldine worked for then-Mayor Jerry Brown as Sustainability Director for the City of Oakland.  There she played a key role in authoring and implementing leading edge sustainability policies including a green jobs program, a green building ordinance, a Styrofoam ban, a plastic bag ban, an Extended Producer Responsibility (EPR) resolution and the establishment of a Zero Waste goal for the City.  Misseldine previously served as Executive Director for the Michigan Environmental Council and as Great Lakes Director for The Natural Step. She currently serves as Sustainability Director for the City of Mill Valley and Coordinator for Green Cities California, a collaboration of 12 of California’s largest and most environmentally progressive jurisdictions.  Misseldine serves on the Advisory Board of Green Sangha and Kinship Circle. She was awarded her Master’s Degree in Natural Resources in 1991 from Michigan State University.

Kevin Drew, Zero Waste Coordinator, San Francisco

Kevin Drew is the Residential and Special Projects Zero Waste Coordinator for the San Francisco Department of the Environment (SFE). He brings over 20 years experience to the position including directing non-profit recycling and reuse operations and shaping resource conservation policy at local and statewide levels.

Kevin manages the Zero Waste and Urban Sustainability grant program which has distributed up to $1,000,000 to non-profits annually. The program has created green collar jobs coordinating diversion in apartment buildings, salvaging reusables at the transfer station, recovering building materials and computers for reuse, fresh food for re-distribution, and supported drop-off centers and diversion at special events.

Patrick Carter, Sonoma County Waste Management Agency

Patrick Carter has been a Waste Management Specialist for the Sonoma County Waste Management Agency since 2006.  For the past three years, Patrick has spent many hours tracking legislation in California and beyond on the subject of carryout bags.  A Sonoma County native, Patrick is excited to be involved in this project to protect our county’s creeks, beaches, and parks and keep our wildlife safe.

Robert Bateman,   President, Roplast Industries

President Roplast Industries Inc - www.roplast.com
Roplast, based in Oroville, manufactures a range of polyethylene film and bag products, including drip irrigation film, reusable grocery bags and biodegradable bags.
Robert has been involved in the plastic bag industry for over 30 years, initially with the introduction of plastic grocery bags to North America in the 1970s.  He is a strong advocate for the reponsible manufacture and use of plastic products and of encouraging the market for post consumer resin derived from  waste.
In the 1980s, when landfills and 'paper or plastic' debate became national issues, he served as President of the North American Plastic Bag Association.  Since moving to California and starting Roplast twenty years ago, he has been active, both as President and as a Board member,  in the California Film Extruders and Converters Association.   He was instrumental in the establishment last year of a sustainable certification program for plastic production www.sustainablegreenproducts.com

Susan Houghton, Director of Public Affairs and Government Relations for the Northern California Division of Safeway

Susan’s territory includes parts of California and Nevada and the state of Hawaii and encompasses 274 stores.  She is responsible for local government and community relations, media relations and Safeway’s division fundraising and philanthropy programs – which focus on health and human services, cancer research, education and hunger.  Prior to her tenure at Safeway, Ms. Houghton was the Manager of HR Communications for Chevron – managing the employer brand and corporate human resources communications.

For ten years, she served as the Director of Public Affairs/Communications for Lawrence Livermore National Lab, a national security and research facility managed by the University of California for the National Nuclear Security Administration/U.S. Department of Energy where she was responsible for the Laboratory’s overall communications strategy, local government relations, media relations, community relations, internal communications and science education.

Mike McGuire, Sonoma County Supervisor

As a former Mayor and City Council Member in Healdsburg, Mike helped create innovative partnerships with small businesses that are bringing new economic activity to his town. On Mike’s watch, Healdsburg has built more affordable housing than any city in the county and it has become a Northern California leader when it comes to clean energy.
Mike has worked his entire adult life to protect our environment and preserve our local agriculture heritage for future generations. He’ll continue to fight to protect our drinking water supplies and the fragile Russian River ecosystem, and to build partnerships with local communities to make the Sonoma County Water Agency a model for water conservation efforts.
As a co-founder of the Clean Water Coalition, Mike was a leader in the effort to stop the City of Santa Rosa from dumping billions of gallons of treated wastewater into the Russian River.

Mary Munat, Owner, Green Mary Event Waste Diversion and Eco-Education

Mary has been doing event waste diversion in the San Francisco Bay Area for nearly ten years now.  With over 500 events greened, from small weddings to music festivals with over half a million people, she focuses on operations and education, increasing reliance on reusable wares, research-supported best practices and products.  She and her large, enthusiastic “green team” strive to reduce waste to the landfill while bringing about sustainable habits through workable systems based on environmental realities.
A long-time community activist, she worked on the GE-Free Sonoma Campaign, has been a member of the AB939 Local Task Force on Waste Diversion, advising the Sonoma County Waste Management Agency and is a graduate of The Leadership Institute for Ecology and the Economy.

Shirlee Zane, Sonoma County Supervisor
For the past nine years Shirlee Zane has been the Chief Executive Officer for the Council on Aging, a 3.5 million dollar private nonprofit corporation that provides 12 different programs for seniors countywide through its Senior Meals Department, Legal Services and Social and Financial Services. The 90 employees and 300 volunteers of the Council on Aging work toward protecting seniors and enhancing their quality of life.
Ms. Zane has over 25 years of experience working in human services as a family therapist, minister, hospital chaplain, special education educator, inner city social worker and Executive Director. She is the former Executive Director of Hospital Chaplaincy Services and has been a committee member for numerous hospital boards including bioethics committees, patient quality review committees and institutional review boards.
A member of the Sonoma Waste Advisory Group, Shirlee was instrumental in halting the sale of the Sonoma  County landfill she also campaigned for successful Measure F to fund the County’s Agricultural Preserva tion and Open Space District.
